Employment Generation Program
CPA embarked on the construction of more port facilities to cope with the increasing traffic of passengers and goods. The existing plantilla positions, therefore, are no longer in symmetry with the present business climate and are now deficient especially as regards the collection of port charges.
To fill in the vacuum, Management resorted to outsourcing some of the services. Though outsourcing of services mends the gap in some operational aspects, there are challenges, however, that cannot be fully addressed:
Outsourced personnel are not allowed to collect government revenues due to bonding limitations.
For purposes of accountability, only regular employees are allowed to sign official documents.
They pose considerable internal control risks especially in collection and document trailing since they can just leave without any appropriate clearance.
Although clerical and would not require any type of decision-making, these tasks should ideally be handled by internal or organic personnel for security, control, accountability, and confidentiality reasons.
Outsourcing should only be resorted to complement and supplement the manning structure of an organization. It should not be a greater percentage than what is happening now.
Talent utilization is poor considering 60% of the total current manpower comes from outsourced personnel rather than internal hires. CPA cannot employ necessary skilled personnel through outsourcing because the position does not command better remuneration and security of tenure.
With the creation of these positions, CPA can address its social responsibility by giving permanent employment to competent and deserving outsourced personnel, some of whom have faithfully served the organization for several years.

Poverty Alleviation
Conducted Mangrove Planting Activity last September 21, 2024 simultaneous with the Port Clean Up Drive as part of our activities in the poverty alleviation. Mangrove Planting can be a key strategy for poverty alleviation by supporting local economies, providing food security, and protecting coastal communities from the impacts of storms and flooding, which are all critical for sustainable development.
Mangrove forests are rich ecosystems that support a wide variety of wildlife, including fish, crustaceans, and birds. They provide breeding grounds and nurseries for many marine species, contributing significantly to the biodiversity of coastal and marine environments.
Conducted Port Clean-Up Drive last September 21, 2024 at all the ports of Cebu Port Authority, marking September as the Maritime and Archipelagic Nation Awareness Month (MANA Mo). This year’s clean-up drive not only aimed to address immediate pollution but also sought to inspire long-term behavioral changes among communities near the ports and stakeholders, encouraging everyone to reduce waste and participate in ongoing clean-up initiatives.
Coastal cleanups are crucial for protecting marine life, preserving ecosystems, and safeguarding human health and livelihoods, as they address marine pollution, especially plastic waste, which harms animals and contaminates food sources.
The coastal and marine environment is a major source of biodiversity. Restoring a variety of coastal and marine habitats provides for healthy communities of plants and animals, including endangered and threatened species, to maintain ecological balance within natural systems.

Gender and Development
The 2024 National Women’s Month Celebration sub-theme “Babae sa Lahat ng Sektor, Aangat and Bukas sa Bagong Pilipinas” aims to reinforce the core objective of RA 9710, or the Magna Carta of Women-to empower women, promote gender equality, and ensure equitable access to resources and opportunities.
This year’s focus will continue to support the administration’s brand of governance and leadership, aligning with its rallying cry for an all-inclusive plan for economic and social transformation. We reaffirm our commitment to building a “Bagong Pilipinas”—a nation where women have equitable opportunities, free from gender biases and discriminatory stereotypes.
The phrase “Babae sa Lahat ng Sektor, Aangat ang Bukas” embodies a sense of optimism and hope, symbolizing a future where women’s lives are truly uplifted.
Below are the activities that are being conducted during the Women’s Month Celebration:
October is recognized as Breast Cancer Awareness Month, dedicated to raising awareness about breast cancer, promoting early detection, and supporting those affected by the disease. As part of the celebration of the National Breast Cancer Awareness Month, together with the celebration of the National Mammography and World Menopause Day, we conducted a free physical check-up and consultation last 30 October 2024 from 9:00 a.m. to 4:00 p. m. which was held at the CPA Social Hall.
