Employment Generation Program
To address the persistent shortage in manpower and the increasing reliance on overtime services, Cebu Port Authority has undertaken a strategic initiative focused on employment generation through the simultaneous posting of thirty-three (33) vacant positions.
On August 15, 2025, thirty-three (33) vacant positions were published, and initial screening or shortlisting of applicants was conducted on September 25-26, 2025. Cebu Normal University conducted a pre-placement exam for 187 applicants on October 24, 2025, and October 30, 2025.
Interviews of applicants were then conducted on December 11-15, 2025.
This approach aims to augment the existing workforce by attracting qualified applicants who can effectively fill critical roles across various units. By expanding the plantilla positions and ensuring that these vacancies are filled, the organization seeks to distribute workloads more equitably, improve operational efficiency, and maintain the quality of public service delivery.
Moreover, this initiative is aligned with prudent fiscal management. The current dependence on overtime work, while necessary in the short term, has resulted in increased personnel services expenditures. By hiring additional personnel, the organization anticipates a significant reduction in overtime costs, as regular working hours will be sufficient to meet operational demands. This not only ensures compliance with existing budgeting and compensation policies but also promotes employee well-being by minimizing excessive workloads.
In the long term, the generation of employment opportunities contributes to organizational sustainability and workforce stability. It allows for better succession planning, enhances productivity, and supports a more balanced and cost-efficient allocation of resources. Overall, the posting of the 33 vacant positions represents a proactive and strategic response to manpower constraints while reinforcing the commitment to efficient public service and responsible financial management.
Poverty Alleviation
On September 30, 2025, at 21:59:43 PHT (13:59:43 UTC), an earthquake with a magnitude of 6.9 on the moment magnitude scale (Mw ) struck the Visayas archipelago in the Philippines. It was the strongest earthquake ever recorded in northern Cebu and the deadliest in the country since 2013, with its epicenter located off the coast of Cebu Province. PHIVOLCS confirmed that the newly named Bogo Bay Fault was the source of the earthquake after documenting surface ruptures and fault scarps in Bogo City, northern part of Cebu Province. The tremor affected approximately 748,000 individuals, damaging homes, public infrastructure, and essential services.
Cebu Port Authority extended relief goods to the earthquake victims in Bogo City, Cebu as a vital humanitarian response that also contributes to ongoing poverty alleviation efforts. In the aftermath of the disaster, many affected families were left with damaged homes, disrupted livelihoods, and limited access to basic necessities. The immediate provision of relief assistance—such as food
The Cebu Port Authority has extended relief assistance to employees and port workers who were severely affected by the widespread flooding in Cebu Province brought by Typhoon Tino.
A total of 222 beneficiaries received relief packs containing 10kgs of rice, mineral water, cleaning detergent, canned goods, biscuits, noodles and other essentials to support those whose homes were inundated by the floods.
Among the recipients were CPA personnel, Sanitary Technicians, collectors, terminal operations personnel, port sweepers, and security guards who were heavily affected by the flooding.
The distribution of relief goods to the victims of Typhoon Tino serves as an immediate response to their basic needs while supporting poverty alleviation efforts. By providing essential supplies such as food, water, and other necessities, the initiative helps ease the financial burden on affected families, enabling them to focus on recovery and rebuilding their livelihoods.
The “Kasalan sa Pantalan at Cebu Port Authority” is a meaningful initiative that supports poverty alleviation by assisting less fortunate couples within the port community in legalizing their unions. Organized by Cebu United Port Stakeholders Sports Association (CUPSSA) in coordination with the Cebu Port Authority, the program provides couples with access to civil marriage services that they may otherwise be unable to afford. By formalizing these unions, beneficiaries gain legal recognition and access to social, economic, and family-related benefits, thereby promoting stability, dignity, and improved quality of life within the community.
At least seventeen (17) couples exchanged “I do”, with a free mass wedding at the Cebu Port Authority Social Hall.
Gender and Development
I. Vaccination Drive
January 9-10,2025
A total of 578 port employees, their families, and port stakeholders were vaccinated during the Cebu Port Authority’s (CPA) two-day Vaccination Drive, conducted in partnership with the Department of Health (DOH) 7 and the Cebu City Health Office. Of these, 462 received flu vaccines, while 116 mostly senior citizens and individuals with comorbidities were given pneumococcal vaccines.
II. Women’s Month Celebration
March 8, 2025
In celebration of the International Women’s Day, the Cebu Port Authority (CPA) offered free terminal fees to all women passengers in all CPA-managed and operated ports across Cebu Province. CPA General Manager Francisco C. Comendador III said this initiative is a simple yet meaningful gesture of support in honoring the extraordinary contributions of women, especially those in the maritime sector.

The Cebu Port Authority (CPA) implemented a series of activities promoting gender equality, inclusivity, wellness, and the recognition of women’s contributions across all sectors. Activities included the distribution of Women’s Month shirts, participation in the #PurpleWednesdays campaign, and the waiver of terminal fees for women passengers on International Women’s Day. CPA also held a Wellness Day offering free self-care services, organized interactive activities highlighting women’s rights and achievements, and concluded the celebration with the distribution of travel and hygiene kits to employees to promote self-care and support local tourism. Port Authority’s (CPA) Women’s Month observance was its participation in the Gender and Development (GAD) Conference organized by the Governance Commission for GOCCs (GCG), themed “WE GADTHER 2GETHER, WE GATHER TO EMPOWER.” The activity supported GCG’s commitment to promoting gender equality and strengthening gender mainstreaming initiatives among GOCCs.
Also a Breast Cancer Awareness lecture titled “Empowering Women: Know Your Body: Do Breast Self-Exam,” led by the Safety and Environment Division with support from the Administrative Division. The activity aimed to raise awareness on breast cancer, its risk factors, prevention, and the importance of early detection through self-examination and mammograms.
III. PSYCHOLOGICAL FIRST AID (PFA) TRAINING
April 25, 2025
As part of its Gender and Development (GAD) initiatives, the Cebu Port Authority (CPA) conducted a one-day Psychological First Aid (PFA) Training on April 24, 2025, at the CPA Social Hall for its employees. The training, aimed at equipping participants with skills to provide immediate psychological support during emergencies or crises, featured resource speakers from the Department of Health – Central Visayas Center for Health Development: Mr. Ryard Jude T. Pepito, Ms. Jan Vinhery I. Taboada, and Mr. John Paul D. Coron.

The activity, part of CPA’s Gender and Development (GAD) Program, promotes self-care, work-life balance, and holistic employee well-being, reinforcing the Authority’s commitment to a healthy and motivated workforce.
VI. CPA HOLDS FIRST-EVER KAMP BULILIT TRICK or TREAT

The Cebu Port Authority (CPA) held its first-ever Kamp Bulilit: Trick or Treat activity under its ECCD and GAD Program. Children of CPA employees enjoyed a fun and meaningful celebration by wearing creative costumes and participating in a festive trick-or-treat around CPA offices. The activity aimed to foster family values, create joyful childhood memories, and strengthen camaraderie among employees while honoring the spirit of Undas as a time for remembrance, love, and togetherness.
VII. CPA SUPPORTS 18-DAY CAMPAIGN TO END VIOLENCE AGAINST WOMEN

The Cebu Port Authority (CPA) joined the nationwide 18-Day Campaign to End Violence Against Women by wearing orange shirts and signing the Commitment Wall, pledging support to end violence against women at home and in the workplace. The annual campaign, observed from November 25 to December 12 and led by the Philippine Commission on Women (PCW), promotes awareness and action to eliminate gender-based violence.
