Cebu Harbor Information

Cebu Baseport is 10 ° 18' North, 123 ° 53' East.
Situated at the city frontage between Cebu and Mactan Island, the port comprises 4,528.47 m. of quayside (from international to domestic zones).
The international zone has a length of 495 meters and the domestic zone has 3,838.47 meters.
Location
On the east coast of the Cebu Island at the northern end of the Cebu strait.
Aside from the main port of Cebu, there are 12 other private terminals within the Cebu Harbor. These are:

Port Limits Cebu Harbor as that part of the Strait between Mactan Island and the Island of Cebu within the following boundaries: an imaginary line extending from Pangulan Point, Mactan Island, Bagacay Point, Island of Cebu; and an imaginary line extending from Lawis Ledge, Mactan Island, to Lipata Point, Island of Cebu.

Maximum Size
- Cebu International Port (Berths 1-7) has a draft of minus 8.5 m. at MLLW
- Cebu Domestic Zone (Berths 8-28) has a draft of minus 6.5 m. at MLLW
- Ludo and Luym Private Port has a draft of 12.19 m.
Restrictions
- Foreign Ships are not allowed to pass the North Channel, due to the bridge between Mandaue and Opon. However, ships of 24.38 m. vertical height from MLW and length of 91.44m. may pass with utmost care.
- Draft limitation of 12.19 m. for Cebu Channel while port established berthing spaces vary from 3.05 – 9.14 m.
- Ballast and oil are prohibited to be discharged within the Cebu Harbor and Philippine waters.
Bridges
The Mandaue – Mactan Bridge and the Marcelo Fernan Bridge crossing the North Channel are open to traffic with a clearance of 76 ft. at HW and 80 ft. at LW.
Approaches
Fairway. Vessels can either enter the harbor through the narrow strait either from the northeast or from the south. With the construction of the 25.3 m. vertical clearance Cebu-Mactan Bridge, large ocean-going vessels and some inter-island vessels have to take the south entrance. The northeast channel is narrow. It has a navigable width of at least 50 m. and a controlling depth of 8.8 m. It is comparatively straight and properly marked with beacons, buoys, and lights for navigational guides. The channel from the southern approach is wider. It is 805 m. or 0.5 miles wide at the narrowest point.
Navigational Aids. To achieve maximum safety to sea navigation, the port is equipped with the following safety facilities:
Cebu North Channel - Black Buoy No. 1, Red Buoy No. 2,
Bantolinao Beacon No. 3, and White Beacon fronting Pier No. 1.
Cebu South Channel - Lawis Lighthouse and Red Buoy No.1, Black Buoy C No. 3, Black Buoy C No. 1, Red Buoy C, Beacon No. 2, Capitol Light, Ludo Wharf, Nicholas Church red-lighted cross, and well-lighted Compania Maritima Building.
Pilotage
At least 48 hours prior to arrival, the Shipmaster shall transmit to the ship's agent in Manila through the Coastal Station, a message indicating the ship's position and the Estimated Time of Arrival (ETA).
In turn, the ship's agent shall pre-arrange the meeting time at the designated boat station to the Cebu Harbor Pilot's Association.
Boat Station No. 1 : One mile off Black Buoy No. 1 in the vicinity of Bantolinao Lighthouse, Mactan island for foreign vessels coming from the north of Cebu Harbor.
Boat Station no. 2 : One mile off Lawis Ledge, Mactan Island for foreign vessels coming from the south of Cebu Harbor.
Visual Signals : Request for Pilot. The single hoist of the international code flag “G”.
Sound Signals : Request for Pilot. The international morse code “G” or two prolonged blasts, followed by one short last of the ship's whistle.
Pilot Boats : motor launch of approximately 20 gross tons. In daylight, it displays the international code flag “H”. At night, it displays an all around white light on top of a red light in a vertical line and side lights.
Anchorage
North Stream
- First Anchorage: In front of Pier 3 in position. Latitude in 10° 17.8' North, Longitude 123° 54.90' East. Depth 7.32 m. at MLLW.
- Second Anchorage: In front of William Lines Warehouse in position. Latitude 10° 18.0' North, Longitude 123° 55.25' East. Depth 9.14 m. at MLLW.
- Third Anchorage: In front of Aboitiz Terminal in position Latitude 10° 18.2' North, Longitude 123° 55.5' East. Depth 10.97 m. at MLLW.
South Stream
- First Anchorage: Opposite Ludo Private Port in position Latitude 10° 16.88' North, Longitude 123° 53.43' East. Depth 10.97 m. at MLLW.
- Second Anchorage: Northeast of Kawit Island in position Latitude 10° 16.54' North, Longitude 123° 53.33' East. Depth 14.63 m. at MLLW.
- Third Anchorage: :Latitude 10° 16.17' North, Longitude 123° 53.28' East. Depth 10.97 m at MLLW.
- Explosive Anchorage: South of Lipata Point, west of Lawis Ledge.
Anchorage Instructions:
- Only three vessels of 182.9 m. overall length can anchor at the anchorage with a safety margin for dragging and swinging during bad weather with four shackles in the water recommended for safe anchorage.
- For each vessel of 182.9 m. overall length with four shackles of anchor chain in the water, approximate turning circle radius is 292.6 m.
Berthing
Vessels berth throughout 24 hours and Masters should exercise their own judgment in this respect. Vessels moor either port or starboard side to, depending on prevailing conditions.
Berthing of vessels engaged in foreign trade are limited to moor only at the following berthing areas:
Cebu Baseport has 30 berths including three finger piers, each with 32.55m x 155m dimension.
The Baseport is divided into four Management Offices composed of:
- MO 1 (CIP) Berths 1-7
- MO 2 (5 th Street) Berths 8-17
- MO 3 (Pier 3) Berths 18-23 South
- MO 4 (Pier 1) Berths 24-30
Cebu International Port is a container terminal covering a total area of 14 hectares with a back-up area of 10 hectares. It has 495 meters berthing space with a controlling draft of -8.5 at MLLW.
Management Office (MO) 2 is a general cargo berth, characterized by a long marginal berth 1,265 m. long.
Ludo Port is a port reverted to CPA and belongs to Management Office 4. Berthing of vessels engaged in foreign trade at Ludo Port are moored to concrete dolphins running northeast or southwest of the Ludo Pier. Draft limitation is 12.19 meters.
Mandaue Subport
The port is 8 km north of Cebu City. Berthing of vessels engaged in foreign trade are not allowed in Mandaue. Draft limitation is 3.66 meters.
Port of Mactan
The port is 15 km east of Cebu City. Berthing of vessels engaged in foreign trade is allowed at private port of General Milling Corporation and Shell Island Depot Private Wharf.

Muelle Osmena
Ferry port on Lapu-Lapu City, also known as Opon Pier, berth length is 31.9 meters with a depth of approximately 5 meters. This port facility is only used for motorized bancas of 21.55 – 40 GRT.
