Spectators waiting for the arrival of the Sto. Nino in Pier 1          The Authority’s herculean task of securing the Cebu Baseport with many spectators was put to a test during the Annual Fluvial Parade held last January 15, 2011 to honor the Sr. Sto. Niño de Cebu. Days before the implementation, the Port Security, Safety & Environmental Management Department (PSSED) through the Security Division prepared an Operational Plan (OPLAN 01-2011) to make the operation systematic and orderly.

        The OPLAN was successfully implemented.  The success of the annual activity would not have been possible if not for the close coordination and cooperation among various offices of the Authority which instrumental in the execution of the OPLAN.Arrival of Sr. Sto.          The Office of the General Manager, Office of the Acting Deputy General Manager, Engineering Services Department, Finance & Administrative Department, Port Services Department particularly Port Management Division 4 (Pier 1) and Safety & Environment Division all worked hand in hand in ensuring that port operations run smooth and the Fluvial Parade unhampered.

         Other government offices involved were the Philippine Coast Guard, Philippine National Police (PNP) Regional Maritime Group 7, Naval Forces Central (NAVFORCEN), Police Regional Office 7, ISAFP-MIG7, National Telecommunications Commission 7, Cebu City Government, Cebu City Police Office, Basak Pardo Emergency Unit, Police Station 3 (Waterfront), Cebu Technological University (formerly Cebu State College of Science & Technology) and the Barangays of Sto. Niño, San Roque, Tinago & Tejero.

Securing Cebu Archbishop Jose Palma and the rest of the church officials         Private companies and other well-meaning organizations also provided services. The OPASCOR, Emergency Rescue Unit Foundation (ERUF) and Bask Pardo provided ambulances, while Merit Protection & Investigation Agency and GDS Security Agency, Inc. volunteered the services of their security personnel and patrol boat for free.  Other instrumental groups come from the Basilica del Sto. Niño, SAVERS Radio Communications Group and other unnamed volunteers.

        Conspicuously absent were the Badjaos (boat people), who are always present during previous celebration within the vicinity of Pier 1 and the docking area. On or about 9:14 a.m. 15 January 2011, the Holy Child was unloaded at Berth-27.

         The image of the Holy Infant Jesus and the entire delegation headed by Cebu Archbishop Jose Palma and Cebu City Mayor Michael L. Rama were guarded by CWTS cadets of Cebu Technological University who formed a human chain in going ou the port towards the Basilica Minore del Sto. Niño.
