Permits and Licenses – CPA processes several permits for port users particularly on vehicle passes, both temporary and annual passes. Permits and Licenses include:

Annual Vehicle Pass (AVP)

Single Entry Pass for Personnel

Special Business Permit (for one-time business activity not exceeding five days)

Permit to Post Temporary Advertisement (e.g. banners, streamers, etc.)

Permit to Operate Other Business / Ancillary Services
Leases - an agreement under which the Authority allows a party to use or occupy its property for a specified rent and period which may run on a monthly basis or as long as 1-25 years depending on the type of property and subject to conditions and requirements as provided by law and the Authority's policy on leases. Leases include:

Lease of Enclosed / Covered Area

Lease of Open Sheds

Lease of Office Space

Lease of Concessionaire Space

Lease of Building

Lease of Commercial Advertising Spaces
Accreditation of Cargo Handling Service Provider - The Authority may accredit cargo handling service providers who serve either a government or private port within the Baseport and outports of Cebu. It is renewable yearly, provided that such cargo handling service provider complies with all necessary requirements and merits at least a satisfactory rating in the performance audit conducted by the CPA Audit Team. In cases where renewal is pending, a hold-over permit may be secured from the Authority.
Accreditation of Security Services - Security agencies which perform security services in the Port of Cebu, whether for its office or for other offices located in the Cebu Baseport, must likewise accredit themselves with the Authority.
Accreditation of Other Services – Other Services that need the accreditation of The Authority include Porterage Services, Tug Boat Services, Weighbridge Operators, and other Ancillary Services.
Permit for Private Port Facilities - Private Ports need to secure Registration or Permit to Operate Private Port from the Cebu Port Authority in order to benefit from discounted tariffs and be recognized as a legitimate private port within Cebu. For entities who intend to develop a port need to apply for Permit to Construct Private Port.
