Nov. 7, 2013. The Cebu Port Authority (CPA) vows to further intensify port development efforts, improve delivery of port services, enhance enforcement and regulatory services, and advance its operation of administrative services to the general public.
Such were the commitments of CPA in the Performance Agreement it signed with the Governance Commission for Government-Owned and Controlled Corporation (GCG) on November 7, 2013 at the latter’s office in Manila.
The said commitments of CPA as a government-owned and controlled Corporation (GOCC) mandated to integrate the planning, development, and operation of seaports within Cebu cover years 2013 and 2014.
These commitments are the result of performance agreement negotiations between the CPA and the GCG on August 2, 2013.
The GGC is a central advisory, monitoring, and oversight body attached to the Office of the President, which is tasked to evaluate the performance and determine the relevance of a GOCC.
The agreement includes interim scorecards designed to enable the GCG to quantifiably monitor and evaluate outputs of the CPA in its implementation of its committed targets.
Signing for the CPA were the Department of Transportation and Communication (DOTC) undersecretary, Julianito G. Bucayan, Jr. (second from left in photo), and its general manager, VADM Edmund C Tan PCG (Ret) (leftmost).
Usec. Abaya also sits as the alternate chairman of CPA’s governing body, the Cebu Port Commission, while VADM Tan is the vice-chairman of the said commission.
The GCG was represented by two of its commissioners, Comm. Rainer B. Butalid (third from left) and Comm. Ma. Angela E. Ignacio (rightmost).
This undertaking of the CPA with the GCG is in line with the Philippine government’s thrust of integrating all plans and projects of the different government instrumentalities through a unified structure called Organizational Performance Indicator Framework (OPIF).
With this, the public will be assured that all activities performed by government agencies are focused on one societal goal: sustainable development toward inclusive growth and poverty reduction.
