Private Port Permits


 

Permits and Licenses

Annual Vehicle Pass – a color-coded sticker issued annually to motor vehicles of CPA-business permit holders for the purpose of moving cargoes and people in and out of the port.

Blue - for private delivery vehicles (privately-owned, but not for hire) that have their own regular cargo to be brought or picked up at the port.

Red – for franchised vehicles or trucks for hire.

Orange – serves as a supplementary for vehicles with either the blue or red stickers, allowing them access into the ISPS Zone, provided there is proper clearance from the Port Security, Safety, and Environment Department (PSSED). Sample Request Letter.

Yellow – for vehicles of persons or companies who have a Permit to Operate (apart from trucking) inside the port regardless of the number of wheels of said vehicles, as long as these will be for private company use and not for hire or any other business purposes (delivery services).

Green – issued only at the discretion of the General Manager. However, restrictions are imposed upon the movement inside the port of any vehicle with said pass. They will not be granted access beyond the secondary fence and most especially the ISPS Zone.


Temporary Vehicle Pass – a temporary pass issued to CPA-registered motor vehicles pending the official release of the AVP sticker. The TVP is released only upon complete submission of requirements.


Personnel Pass - An annual personnel pass is an access permit issued to personnel of entities involved directly in port operations. Annual CPA ID may be issued only to the following:

  • CHSP Operations Personnel;
  • Porters;
  • Truck Drivers and Truck Helpers;
  • Ship's crew;
  • Operations Personnel of recognized stakeholders; and
  • Security Personnel of accredited security agencies operating in the port

Permit to Post Temporary Advertisement – a permit secured by an advertiser from the Permits and Licensing Section upon payment of the required permit fee, authorizing him to mount his streamers, banners or any other temporary ad materials in specific areas of the port.


Permit to Operate – Customs Brokerage – a permit that must be secured by customs brokerage firms who do business at the Cebu International Port.


Permit to Operate – Other Businesses – a permit that must be secured by any entity that seeks to operate or conduct any business within the port premises, whether on a one-time or continuous basis.
