Leases

An agreement under which the Authority allows a party to use or occupy its property for a specified rent and period which may run on a monthly basis or as long as 1-25 years depending on the type of property and subject to conditions and requirements as provided by law and the Authority's policy on leases. All indicated rental rates may be subject to annual increase not more than 15% of current rate due to economic inflation.


Lease of Commercial Advertising Spaces – a lease by the Authority of its property for the display of streamers, banners or any device or fixture, intended to advertise any promotional activity, product or service that is commercial in nature and intended to be displayed for a limited period of time only.

Rental Rate:

  • Billboards - Php 152.72 Per Sq.m., Per month, 12% VAT Inclusive
  • Other Ads - Per proposal and negotiation with CPA

Lease of Open Space – a lease by the Authority of any bare and uncovered portion of its grounds.

Rental Rate:

  • CIP Open Space - Php 40.53 Per Sq.m., Per month, 12% VAT inclusive
  • Domestic Zone - Php 38.29 Per Sq.m., Per month, 12% VAT inclusive

Lease of Enclosed / Covered Area – that which refers to any space which is inside a building or enclosed structure built by the Authority itself.

Rental Rate: (Exclusive of Water and Power Charges)

  • CIP Covered Area - Php 131.24 Per Sq.m., Per month, 12% VAT inclusive
  • Domestic Zone - Php 131.24 Per Sq.m., Per month, 12% VAT inclusive

Lease of Open Sheds – that which refers to any space that is roofed but not walled at the expense of the Authority.

Rental Rate: (Exclusive of Water and Power Charges)

Lease of Office Space – that which refers to an enclosed space built by the Authority exclusively for the purpose of holding office by a shipping company, cargo handling operator, security agency or any port stakeholder.

Lease of Concessionaire Space – that which refers to concessionaire booths, stalls or any space inside a passenger terminal or port facility intended to cater to the needs of passengers and other port users.

Rental Rate: (Exclusive of Power and Water Charges)

    • Php 4,312.00 Per unit (5 - 6 sq.m.), Per month, 12% VAT inclusive
    • Php 2,016.00 Per 3 sq.m. area, Per month, 12% VAT inclusive

Lease of Ticket Booths – that which refers to enclosed structures intended for the use of a ticketing booth particularly for shipping lines operating in the said area / passenger terminal.

Monthly Rental Rate: (Exclusive of Power Charges)

    • Inside Passenger Terminal - Php 6,160.00 - Per unit (5 sq.m.), 12% VAT inclusive
  • Passenger Terminal 2 / Pier 3
    • Inside Passenger Terminal - Php 6,160.00 - Per unit (5 sq.m.), 12% VAT inclusive
    • Outside Passenger Terminal - Php 3,000.00 - Per unit (6 sq.m.), 12% VAT inclusive

Lease of Building – the which refers to any building or structure owned by the Authority that is available for lease.

Special Business Permit – A permit issued by the Authority to any individual or entity to engage in a one-time business activity inside the port premises, the duration of which is limited to not more than one (1) week.

Fee: Php 500.00

Requirements: Letter of intent

Steps for Application:

  1. Applicants shall submit a letter of intent to the Office of the General Manager at least three (3) working days prior to effectivity of the permit.
  2. Upon approval of permit, the applicant shall pay a one-time fee of Php 500.00.
  3. Approved applicants shall claim their Special Business Permit from the Business Marketing and Development Department at the 2 nd Floor CPA Main Building, CIP Complex, North Reclamation Area, Cebu City.
  4. Business Permit bearers who may wish to expand shall again apply for a new Business Permit and shall follow steps stated above.
