Private Port Permits


 

Cargo Handling and Security Agency Accreditations

Cargo-Handling Service for Government Ports – Cargo Handling Service Providers (CHSP) operating at government subports within the jurisdiction of the Authority must accredit itself with the Authority. The procedure for such accreditation is awarded through the system of public bidding except for those cargo handling contractors in subports who have existing or expired contracts but whose performance is satisfactory as well as those cargo handling operators who are issued one-year permits and have already been in operation for at least six (6) months before the effectivity of CPA Administrative Order (AO) 03-99.


Cargo-Handling Service for Private Ports – an accreditation applied for from the Authority recognizing the CHSP concerned as the official authorized cargo handling service provider of a particular private port, whether commercial or non-commercial. Accredited CHSPs remit only supervision fee amounting to 3% of their gross receipts, unlike unaccredited cargo handling service providers who are required to remit 10%. This accreditation shall be granted on a yearly basis and subject to renewal thereafter.

Cargo-Handling Hold-Over Permit – a permit that must be secured by a cargo handling operator / company whose contract / permit issued by the Authority has already expired to enable them to operate on a hold-over status for a minimum of six months to a maximum of 12 months pending renewal.

Accreditation of Private Security Agencies – Security agencies and any other entities which perform security services in the Port of Cebu, whether for its office or for other offices located in the Cebu Baseport, must likewise accredit themselves with the Authority. Accreditation is on a yearly basis and shall expire at the end of a given year. Should the agency continue to operate within the premises, the accreditation is to be renewed periodically with the Authority.
